Canada is facing an unprecedented housing crisis, with demand outpacing supply for several decades. Immigration plays a supporting role in addressing labor shortages, particularly in construction, but is not the primary cause of the crisis. The government is pursuing a multi-pronged approach to align immigration levels with housing capacity:

💡
Moderating permanent resident intake to balance economic needs and integration capacity under the 2024-2026 Immigration Levels Plan.
💡
Reducing the share of temporary residents (students, workers) to 5% of the population over 3 years, resulting in 600,000 fewer temporary residents compared to current levels.
💡
Expanding the Safe Third Country Agreement with the U.S. to reduce asylum claims at irregular crossings.
💡
Adjusting visa requirements for certain nationalities with high asylum claim refusal rates, like Mexico.

By better managing immigration flows and collaborating with all levels of government and the private sector, Canada aims to ensure adequate housing supply for both newcomers and existing residents.
